With our MDM I deleted the Native mail APP on my iPhone forcing me to use the outlook APP for my mail (also set outlook app as my default mail APP). What I found that works best for me was to set up the iPhone native Contact APP to login to Exchange directly and set my default Contacts as the exchange account (I did the same for Calendar as well for now), The sync happens very quick in both directions with the built in APPS.
I have been using the built in iPhone apps for 10 years and the sync has always very quick. I noticed that some had duplicates at first but waiting longer resolved that issue. First the name only came up when I searched but eventually they all showed up in my contacts in the outlook app on my phone.

Chad after your reply I tested again and it worked immediately so I added a few more contacts to my PC (outlook) but the results were not good.
